The recipients of support are all industrial enterprises in Moscow with a share of exports in the proceeds of more than 1%. The amount of the loan is from 10 to 50 million rubles. The term of the grant is not more than 5 years, the rate is 5% per annum.

Industries and industries – processing industries and research and development, with a cumulative share of revenue from relevant activities for the last financial year of at least 50% for the certificate-confirmation of the main economic activity of the FSS (OKVED 72, excluding OKVED 72.19.1, 72.19. 11, 72.19.12 and 72.2), OKVED: from 10 to 32, except for alcohol production (OKVED 11), tobacco (OKVED 12), weapons and ammunition (OKVED 25.4), military combat vehicles (OKVED 30.4); explosives (OKVED 20.5), production of fuel products, reactors (OKVED 25.3; 24.46), but including the production of non-alcoholic beverages; production of mineral waters (OKVED 11.07))
